Oxfam Report on SSR in the Congo

Oxfam has just released a report on US efforts towards security sector reform in the Congo. It’s a nice summary of the initiatives the US government is pursuing in the Congo. Bottom line: neither the foreign donors not the Congolese government seem very serious about success. The Congolese are reluctant to take the necessary steps to reform the security services, preferring a weak, fragmented army. Foreign donors have not coordinated their efforts or devised a coherent, comprehensive strategy, in part due to bilateral interests, in part due to lack of funds.

The report also provides a list of detailed policy recommendations for the US goverment.
